Update Information:

Update rust-libdeflate-sys and rust-libdeflater to 1.22.0, to match libdeflate
1.22, https://bodhi.fedoraproject.org/updates/FEDORA-2024-415764a369. While
these versions are not required to be strictly aligned in Fedora (and there were
no code changes in the Rust crates from 1.21.0 to 1.22.0), we still follow the
upstream version convention as much as possible.
