Update Information:

Update the env_logger crate to version 0.11.5.
This update also includes the upstream patch to fix test suite compilation
failures with Rust 1.80+, and backports of the patch to older versions of the
crate. Fixes FTBFS issues across all current branches of Fedora (and future EPEL
9).
