Update the actix-http crate to version 3.8.0.
Update the actix-router crate to version 0.5.3.
Update the actix-tls crate to version 3.4.0.
Update the actix-rt crate to version 2.10.0.
This update also disables unused support for the experimental io_uring-based
runtime and for compressing HTTP bodies with brotli to minimize the dependency
footprint of the actix-web stack.
