Update Information:

Update to version 26.3.
The only change in this version is that the cargo configuration generated by the
%cargo_prep macro is placed at .cargo/config.toml instead of .cargo/config. Both
paths are read by cargo, but the file name without the file extension has been
deprecated for a long time. Using the non-deprecated path for the config
generated by %cargo_prep avoids a warning that is printed by recent versions of
cargo.
