utmpx string buffers, ptsname() and ttyname() to also accept file handles,
read() and pread() not to overwrite read-only buffers, catclose(), dlclose(),
killpg(), setgid(), setuid(), sig() to return "0 but true" on successs and undef
on error, rejecting negative byte counts in read(), pread(), write(), pwrite().
This release also adds removeat(), creat(), execveat(), fexecve(), raise(),
pathconf(), sysconf() and tons of CS, PC, SC constants, :confstr, :pathconf,
:sysconf export tags. It makes lchown(), log10(), nexttoward(), posix_f*()
exportable and "signal" argument at timer_create() optional. It also improves a
documentation.
