Date::Handler is a container for dates that holds all the methods to
transform itself from a time zone to a time zone and to format itself.

Update Information:

This release requires glibc-langpack-en to support a default en_US locale,
recommends tzdata to support non-UTC time zones, sets a POD encoding, converts a
license tag to SPDX, and packages upstream tests in a perl-Date-Handler-tests
package.
