Update Information:

`netrate` is a simple program that displays real-time byte and packet count rate
of network interfaces in Linux systems. This is a new package submission, and
for that reason, there are no update notes per se. The program is self-contained
and very small, and does not have any other dependencies than the standard C
library. No interactions with other installed programs or libraries are
expected.
