snoopyctl has replaced snoopy-enable and snoopy-disable. We provide wrappers in
snoopy-compat that will be pulled in by default on existing releases (Fedora <=
38 and EPEL 8) and can be optionally installed on Fedora 39 and EPEL 9

This update can be installed with the "dnf" update program. Use
su -c 'dnf upgrade --advisory FEDORA-2023-d2c2c191c4' at the command
