Update Information:

- Update rpm-sequoia to version 1.3.0, which adds support for loading a custom
crypto policy for RPM. - Update sequoia-policy-config to version 0.6.0. - Add a
separate rpm-sequoia backend to crypto-policies, which allows SHA-1 and 1024 bit
DSA by default.  These changes should fix interactions with third-party RPMs and
repositories that were previously blocked by system crypto policy.
