Update Information:

Update to version 1.13.0.  This version introduces an additional crypto backend
based on OpenSSL. Tests are now run with both the current (Nettle) and OpenSSL
backends to ensure things keep working, as the OpenSSL backend will likely be
used by rpm-sequoia (for GPG signature verification in RPM) in the near future.
