I have 2.18.2 I'm guessing that since you're in an "Unstable development version" of Fedora, the packager decided to use the dev versions for testing, bug reporting and such.
Just my opinion and best guess.
Fedora 22 repo is separate from the Fedora 21 repo, and I think it's probably good to have dev versions in our dev releases.
