That's the point, Martin, the article is not aimed to company devices/users, is aimed to average people. So encrypting isn't basic, most of people don't do it. 
So it's maybe a good idea to add that advise with a couple of words about why is good. 
My thoughts.

I guess the home dir encryption is rather basic as it's usually mandatory for company owned devices, no mater if you run Windows/Linux or whatever else.
