The Policy Document ^^ of Govt. of India is the document of e-Governance Policy Initiatives under Digital India. The docs contain different policies in which open source policies are very important.
You will be glad to know that in the same doc there is an ‘Illustrative list of OSS’ under Annexure-II in which for Desktop OS category BOSS, Ubuntu, Debian, and Fedora are listed.
