This issue doesn't seem to be happening any more. I just enabled
Publicize, dragged a new service to the Enabled list, and it worked fine.
I've dragged that service back, and disabled the plugin until we're agreed
we want to turn it on permanently. (I have no problem with it, just don't
want to presume.)
