Do you mean managers for g+ or YouTube managers.  I've Cc'd Brian Proffitt in since he is a manager for the g+ page.  

Brian can you see if as a G+ manager if you can access the YouTube.com/dashboard as Fedora Project and click on live stream to get to the keys?

I think our next step should be figuring our if Managers have the access
to manage YouTube API keys.
