Well, I raised the same question in the ticket - I'd say it's an intended behaviour - it's better to show nothing than mix of your two languages. For F19 - it's too late to do anything with this, some sort of automation in place would be needed to generate language specific variants. One possibility is to have at least some set of banners without any text that has to be translated - but ad without text? Not sure.
