I think, to formalize how it works in practice, you can change the
policy from "Red Hat appointed seats" to "Fedora Board appointed seats"
and that would be a improvement IMO. Also I would request Robyn to push
for reducing the number of appointed seats if that makes sense.
That indeed would go a long way.
