Why does it have to be Scribus? Any content that can be printed can be
turned into a PDF.
Good publishing software like Scribus can be used to create very
beautiful and professional looking PDF files (in the hands of people
experienced with it) compared to pushing in a wiki page into PDF format.
Not a must but can certainly make a big difference.
