This error also occurs when using cvs-import.sh --branch
tried with your command, same thing:
cvs tag -F -c ntfs-config-0_5_4-4_fc6

i'm working to resolve this error.
Just bump the release number in the spec up, commit and re-tag. Repeat
for all later Fedora releases to avoid having a later version in FC6
than Rawhide for instance.
