There was a thread about on fedora-devel-list; the end result of that
thread was that tcl was being backed off. There was even discussion
about whether epoch had been bumped properly. (It was.)
This certainly should have been announced on fedora-maintainers, but
at least it was discussed with the community in some sense.

Where would be the right place to announce this sort of thing? It seems
like we have 3 redundant lists where it could be posted:
