Careful, "service heartbeat restart" will *start* the heartbeat service if
it wasn't running previously. Condrestart is supposed to check if the
service is running and only restart it in this case.
If the init script does not support condrestart, you have two options :
 - patch it to support it, and send your patch upstream (preferred)
 - inside the scriptlet, check if heartbeat is running and restart heartbeat
only in this case. You could use service heartbeat status to do that.
