But adding "Requires: /etc/logrotate.d" Just Works if the filesystem
package starts providing that directory.

IMHO file/directory Requires make a *lot* more sense when the thing
you require is outside your control.  That way package renames/splits
and that sort of thing don't break your package (most of the time).

If pulling down the file lists is that painful, is there some
additional packing that can be done on them?
