This is probably something which should be taken upstream, but what sense does 
this make? No matter whether you think logging in as root is a good idea or 
not, why should people get no sound when they do it? Imagine an admin relying 
on a sound alert to warn him/her of something bad going on with the system, 
they're going to be rightly p...ed when they notice they didn't hear the 
critical alert because pulseaudio refused to run as root.
