Still it's "rpms/devel" as a > separate "devel" module, so changes in rpms/devel appear in "devel", too. When I had the same question I looked up the CVS metadata and found out that devel is a symlink to rpms. So Till, simply ignore the devel sibling of rpms and use rpms for extracting/commiting stuff.
