Yep top level package (aka nothing depends on it), and for people running php it can have huge benifits.

Many other such packages such as php-Smarty, php-json, php-pecl-mailparse etc that are very usefull to people who use php .. so why not include them in the comps?

It's a toplevel package, isn't it?  In other words, nothing depends on
it so if it's not selected by the user from comps, it won't get
installed?
