You can always fix your own bugs, until FE goes EOL. Which is not as clearly defined as it should be. I personally feel that extras should be EOL when legacy stops supporting the release. What is frozen now is new Branches for FE-4 if you have a package and have some need for it to be in FE-3 or FE-4 then you need to ask FESCo for permission to have the branch created. All this means is there should be no new FE-4 Branches for anything. but otherwise you are free to maintain your packages.
