Some members of the packaging committee (me, at least) disagree making this
a MUST.   Of course, it's a reviewers' prerogative how seriously to treat
non-MUST items.   IMO, in this case, since it is not a MUST item,
non-broken BuildRoots (that don't match the "preferred" value) shouldn't be
blocker.
