I disagree, not on the fact that this package isn't ready for inclusion into FE. But that closing the request as FAILED is a good thing. Indeed I think that the review process done here helps the upstream to ameliorate the package, an maybe more importantly to structurate it such that it is easier to package, and this is easier if the review is kept alive. Given how long the current review is, it may be right to close it and reopen another review, such that unneeded history is forgotten, but I believe that a review for inclusion in extras should be continued.
