Even when building as root under /usr/src/redhat, rpmbuild would honour the BuildRoot: setting in your spec file and not go creating /usr/lib/boo or whatever if the construct described in Comment #19 was used. It would only create /usr/lib/boo if the Makefile was broken and didn't use DESTDIR properly.
