Well, maybe it _should_, but it's not a must.

That doesn't mean that the section on editing the owners.list file is
not lacking in some detail on that wiki page.  I think it would also
be a nice addition to mention the format of the owners.list file. 
Perhaps if some discussion on the format was mentioned I would have
not made the mistake initially.

Anyway, I'm using my "get out of jail free card" that was handed out
to first time packagers.  I corrected my mistake and it should be
fixed now.  I'm hoping the mistake was benign.
