Note that with some recent (week or two ago) changes, the "no Job ID was provided" message doesn't necessarily indicate that the buildsys is hung. There is a case where the code waits up to 10s to get a reply from the builders before giving up on that attempt. During that 10s however, you could have just enqueued a job and be waiting for the ID to return to you. The plague-client code only waits 3 or 4 seconds before returning the "no Job ID" message.
