"cvs tag -F" is only a way to force file tagging after you issued a "make tag" but forgot to "cvs commit" some of the files... it will not allow you to re-issue a failed "make tag". But now all your files should have the proper tag (you can check using "cvs stat -v") and a "make build" should work properly.
