These methods cannot be used because most of the users do not read fedora-*-list and they would not know that python-sqlite2-2.1.0-1.fc4 was broken. Whole downgrading process must be done automatically via yum or rpm. Without epoch bump `yum update' would also replace python-sqlite2-2.0.7-1.fc4 with python-sqlite2-2.1.0-1.fc4.
