Your method of creating patches produces a diff against an empty file instead of the original.  The patch won't apply, and we can't review to see what you have changed because even an unchanged file results in a full diff against /dev/null.

Later today - as in 2-5 hours from now, once I'm home - I will add a section to the documentation guide on this process.  If you clone the documentation guide's git repo now, a quick `git pull` will bring in the instructions as soon as I reply here to say they are available.

You can find the promised instructions at http://fedorapeople.org/groups/docs/docs-guide/sect-workflow-patching.html .  Something went wrong with the formatting of the example patch at the beginning of the section, so disregard it for now.  After reading, if you have any questions on the process or suggestions for improvements, do speak up.
