I just want to highlight the next sentence for anyone who is just skimming:

Effectively, this creates a pragmatic process for becoming a primary arch.
We start moving it in practice towards being primary, and as problems are
discovered and fixed, we get closer to the end goal, and eventually when
we're there, we have a new primary architecture.
