It seems that you have both files already built on your system.  Make
sure you do a 'publican clean all' before building the Fedora 18
documents.  When you do a build for publishing Publican creates a tmp/
and a publish/.  The publish/ should only have a 18/ inside and not a
17/.  If you still had the 17/ directory from last time in there then
it would install those as well.
