Encryption and Privacy Guide ready for F9

PART [1] of the Encryption and Privacy Guide is ready for use.  The
reason I say part is because there is a lot going into this guide and
the part that is ready is the only part that really matters to F9.

Since this is the first time Fedora has advertised an encrypted file
system, this part explains how to do it and how it works.  It even shows
how you can accomplish the same thing in versions F8 and before.

This page needs to be edited and converted (all the way to the "DRAFT
BELOW HERE" header).  I'm going to try to be up in my office space today
so I'll be monitoring the IRC channel and e-mail.
