Hi Murray,

That would be because you'd have to add an xi:include to the
RELEASE-NOTES.xml too. The listing in the Makefile is actually used so
when making it knows which xml documents to consider for xml2po and
others. The xi:include is needed to link the documents to each other
Docbook wise.

I've just committed the fix, so you can work from them. If stuff some
files are not covered this afternoon, I'll tackle them.
