Other very little fix to TQSG

In the xml file the section: 

<section id="sn-obtain-translate-modules">
    <title>Obtaining and Translating Modules</title>
    <para>
      Now that you have prepared a directory structure, you can download
      a file to translate.
    </para>
    <procedure>
      <step>
    <para>
      Visit <ulink
        url="" class="moz-txt-link-rfc2396E" href="http://translate.fedoraproject.org/submit/module/">"http://translate.fedoraproject.org/submit/module/"/>
      and select a target module. The interface will redirect you to

should be:

the links should point to  http://translate.fedoraproject.org/module/ beccause the "submit" url cannot permit to show the files to translate...
the url http://translate.fedoraproject.org/module/comps must end without / or it redirect the visitor to http://translate.fedoraproject.org/module/ content.

btw, if a visitor point to http://translate.fedoraproject.org/module without the / the webserver goes in error.
