I am guessing but I think you may be signing invalid (old) CLA agreement.

Try to obtain a fresh CLA here:

https://admin.fedoraproject.org/accounts/send-cla.cgi

and then repeat the steps from my previous message.

Also, if you haven't yet, make sure that you are going through the
process in correct order [more info below]:

Hi Vlad, the last try was with a whole new file from cla. And it didn't work. I am certain that something is wrong here. I am going to drop clear out of this group tonight. Tomorrow I will make a new gpg key after closing this one down, if I can, and try ONE MORE TIME.

   Failure of the new try will be permanent
