Absolutely, Fedora is more than just GNOME/KDE/XFCE/et al.! I think this strategy is the best one -- to build on what already exists -- the FOSS way, eh? But we can look on the bright side, which is that if we run into a situation where the GNOME/KDE/etc. DUG doesn't suffice as a reference, we can always submit patches upstream, much as Fedora does for code, thus improving the docs ecosphere for everyone.
