I'll take this chance to point out ...

We can have any language as the base language for a document.  If you
write using the XML toolchain, then you can make documents written in
Chinese made available for translation. :)

All you need is one or more writers and one or more editors.  All must
be able to read/write fluently in the language.  If the grammar editor
does not know the technical material, have a technical editor edit the
document.
