The exact same text appears in the earlier Fedora Core versions info
manuals. I am just puzzled at what has changed between FC4 and rawhide
versions now.

You are probably annoyed with the change which is very understandable,
having been a web administrator for large data centers in my previous
life but this isnt the right forum for expressing your distaste with
this particular change since we are pretty much inheriting a upstream
change. The info manual you quote which hasnt changed for a few releases
didnt help me understand the context and the significance of this change
in this release and I freely admit to be blissfully unaware of this
change until it was specifically pointed out to me since all my work on
Fedora (including tracking the current development tree) is done on my
personal time which has been increasingly limited. Thank you for bring
this to our attention.
The default version is now _POSIX2_VERSION=200112 not 199209.
Ah. That makes much better sense.
