If we do it immediately, we may be able to get the release notes into
the translation system for test3.

No idea, just a proposal.  Sure, then can live side-by-side with the
XML.

If we were all on the same CVS, we could let trans hold the .po files.
Unfortunately, we're not, and by the time we are, we'll just continue to
host the translations.
