If UPPER and lower are both compatible, I guess I don't care.  Yes, the
upper-case usage is a vestige of SGML.

Oh, wait.  It would require us to fix every single document we've
written so far.  This is not a decision to take lightly or do on a whim
because it seems easier.

Can you provide us some additional reasoning?
