That is a symlink - does it point to a real file?

the with options usually take a directory name, not a file name

--with-nss is the directory containing both the lib and include directories.

I think you mean
--with-nss-inc=/path/to/directory/containing/nss *.h files
--with-nss-lib=/path/to/directory/containing/nss *.so files
