Ok.  Looks like the major problem is that migration does not convert the 
cn=Fedora Administration Server and cn=Fedora Directory Server stuff to 
389.  When you dump your old data to NetscapeRoot.ldif, you could try 
editing it to change Fedora Administration to 389 Administration and 
Fedora Directory to 389 Directory
