Indeed:

I tried removing PHP and unfortunately it still doesn't work.  Running
httpd.worker from the command line produces this:

[root@newldap6 ~]# /usr/sbin/httpd.worker -k start -f
/etc/dirsrv/admin-serv/httpd.conf
Segmentation fault

Could this be because of the 64 bit OS?
No. Fedora DS admin server will only work with httpd.worker. It uses its own special httpd.conf file and other config files - it does not use /etc/httpd config files.
