It is Fedora-ds 1.0 on ES 4 I found it was a false error. The reason it would not change was the password was in my history file. If you are using "passwd" are your /etc/nsswitch.conf and /etc/ldap.conf settings correct? If you are using /usr/bin/ldappasswd are your /etc/openldap/ldap.conf settings correct?
