I don't think so. You may also be running into this - https://bugzilla.redhat.com/show_bug.cgi?id=431103

Must I copy the entries under ou=1.0 to ou=1.1 for GlobalPreferences and UserPreferences?
The missing ones, yes, if the console does not create them.
I noted that upon logging in via the console, several ou=1.1 entries were created under ou=midwest-tool.com, o=NetscapeRoot.
